I do like this, but it would be better IMHO if you could pass the flag
separately for deps and/or sub_dirs. Many of my projects have no code
an the top level and a few sub_dirs that get glued together with
`rebar generate`. When I run `rebar clean` I pretty much never want
this to happen in deps (especially non-local ones), but I probably do
want it to happen in subdirs.
Personally I think all this complexity would go away if you added a
command "install-deps" which fetched and compiled any missing deps,
and then skipped them forever more (unless the deps_dir or its
contents are deleted). Just my 2 pennies.
