It not only can, it soon will.
We're in the process of switching from using RFC1123 format to a tuple
of integers for the timestamp, which gives a performance win (from
less header processing) and has the side effect of giving more
precision for comparisons.
Expect to see that change very soon -- it's already mostly done.
