For reference, below are links to the Chef cookbooks and Puppet
modules for Riak:

They don't spin up a cluster on their own. To do something like that,
at least with CS, I'd recommend this Vagrant project:

https://github.com/basho/vagrant-riak-cs-cluster

It also may be worth noting that this project spins up Riak CS Control as well.
